The below is a screenshot of RocketDock using the Vista Black theme/skin, which comes with the application. RocketDock is a smoothly animated, alpha blended application launcher, and currently my choice. It provides a nice clean interface to drop and organize shortcuts for easy access.

The quality of icons can be a bit of a problem since poor quality icons scale badly, however, many generally used applications now have high quality icons, e.g. Microsoft Office 2007, VLC Player, Skype, iTunes, Safari etc. For applications that lack of a quality icon, the RockDock provide a icon gallery, where you can find various icons for generally known applications.
